Q.Is the excise duty on oil paid by the merchant or by the recipient?
A.If the parcel is transshipped from our HK warehouse to the mainland, the Recipient shall pay the duty at the time of receipt. If the Recipient refuses to pay, the parcel can be arranged to be returned to our HK warehouse. If the parcel is directly shipped from the domestic bonded warehouse, the duty is paid in advance by the merchant before shipment, and the Recipient does not need to pay any taxes.

Q.How are tariffs levied on imported goods?
A.According to the Announcement No. 43 of the General Administration of Customs in 2010 and the Announcement No. 15 of the General Administration of Customs in 2012, the customs levies import duty on personal items sent by mail according to the law, but if the amount of import duty is less than RMB 50 (including RMB 50), the customs grants duty-free. If the amount exceeds the threshold of RMB 50, the full amount of tax is levied. Personal items sent by mail are divided into four tax brackets of 10%, 20%, 30% and 50% according to their types. (Please refer to the table of import knowledge on the duty-free threshold for personal items sent by mail).
